Getting started with practical web accessibility, section 2 Demonstration: an analysis of a page:

Rule 8: No “PDF only” or “Word only” content

The page contains one link to a non-HTML document, namely “Full text in English [pdf 25kb].” It is not PDF-only content, since it duplicates the basic content of the HTML document. Therefore, it is not a problem as far as rule 8 is concerned. The link text is somewhat questionable, though, in the light of rule 2. The words “full text” might be read as suggesting that the linked resource is more comprehensive than the present page. The wording “All the FAQ answers as one PDF document (25 kB)” might be better, since that’s what the document really is.
